The police department recognizes pedestrian and traffic stops are an important public safety tool that must be performed in a manner that increases, rather than diminishes, the legitimacy of policing.

The U.S. Constitution permits a law enforcement officer to stop, detain, and frisk a person who is suspected of criminal activity without first obtaining their consent. This is only permissible when an officer can articulate a particularized, objective, and reasonable basis for believing that criminal activity is taking place or the person stopped may be armed.

The authority to arrest and deprive a person of freedom is one of the most serious and sensitive duties of a police officer. Officers recognize that misuse of this authority undermines relationships between the Department and the community members we serve.
